comments and references in output declaration files

I updated typescript to version 9.1.1 and i found a bit difference in the declaration file.
Before the update, the delaration file doesn't include the references, now it include all founded references.
Is possible to tell the compiler to exclude the references?

Not sure I understand your example. The references declaration files contained, if I recall right, even before 0.9.1.1 there were references to the other .d.ts files. It would need the references you provide to have the type information from those .d.ts files so that when you later use the generated .d.ts it has enough to correctly compile.

What's the issue you're running into?
