Converted the Language Specification to HTML pages

I pushed a converted and paged HTML version of the TypeScript Language Specification to Github, because the PDF and DocX are so ridiculously slow and cumbersome to use.

It is basically an export from the DocX made with my ancient Word version on my old computer (unused for years). I added 2 hours of pain and tried to hammer it into something remotely resembling modern web standards. I failed at that, as Word's HTML is just so terrible. I did apply some RegExp to parse the html, but almost summoned the Olden Ones (he comes).

Still it is way more browsable then what we had before.

This is not a lot of fun to maintain.

Hopefully someone can automate it.. or maybe get an official version.
