Add Eclipse support as plugin

Please add Eclipse support. So that TypeScript files would work in Eclipse IDE.

Eclipse plugins are already being worked on by third parties and is generally outside of the scope of the bug tracker, which focuses more on the TypeScript compiler and the Visual Studio plugin.

There is already an IDEA plugin, but the point is that it seems this will be very popular for Eclipse as well
