TypeScript apps fail Win8 store certification

The short version is that WinJS apps in the store require their JS files to be UTF-8 with the byte-order-mark. The TS compiler does not currently appear to be outputting the BOM.

I’d rather create an issue asking why the hell that’s a certification requirement for Store apps.
